In the Sewer with Ratman's Rats
It is a timing challenge. The rats move back and forth, and they will always knock you away. Time your jumps to arrive on the pipes when the rats are moving away. You will have to jump quickly to another point almost as soon as you land. Three jumps will take you to the red control wheel in the upper right hand corner.
Similarly, the flies are not going away, even once you splash them loose from Ratman. You will have to rapidly jump up between attacks, then leap left to reach the large pipe in the center of the room. From there, you can jump across to Ratman and cuff him.
