The house on Toupee Terrace does not have lasers, but rather electrified windows. There are lasers on the tall tower on Balding Avenue and on the B.A.D. hideout on the far right of the island. To get around the lasers on the rooftops, go left to the red building and use the grapple bowtie to come back right. (There is a helpful spy who suggests this.) To get past the lasers at the B.A.D. ground station, you need the Ultra Vision Goggles, which you can only get by rescuing the third spy (via the rooftop mentioned above). To beat the hideout, you also need a fingerprint from the B.A.D. Bistro agent.
