Typically, asking for trust points can or is discouraged. Those who earn trust points are for the most part contributing wonderful things to Answers.com which can include, nice, well organized answers. There are MANY WAYS to earn trust points though.
Most people answer questions in only one language, so the situation does not come up very often, and the system is not designed to apply trust points to more than one account. Honestly, we do not answer questions for the trust points, we answer questions because we like to help people (and to advertise our erudition). This does not really require trust points. Those are just an embellishment.

You can't give answers trust points as such. You can give other people trust points, whose contributions you believe are worthwhile and legitimate. You can give trust points to a user by clicking Recommend below one of their answers, or on their profile, by clicking Recommend below their stats.

Currently, the WikiAnswers system of trust points hasn't changed - you can only add trust points, and you can only recommend from a question the user has answered by going to the contributors tab and clicking "recommend".
When a question has been answered, down where it lists the people who answered it, it will say "recommend contributor" beside the name. Click on that to recommend someone.
Click the 'recommend' at the bottom of the answer block.
