If you use face washing fluid, it will work, i tryed, I personalty think that is is very good to get the permanent marker off.
You can use any hand sanitizer to remove pernament marker off your skin,plastic,metal, and anything.

try erasing it with a eraser ...it worked for me :) then spray with alcohol and rub away ....poof gone
You can scrub it off with a tooth brush and Tooth paste.

Well, one theory is that the chemicals contained in the whiteboard marker somehow reacts to the permanent marker, making it rub off, but it is not an excellent way to clean off permanent marker.
Denatured alcohol (at any hardware store) will remove permanent marker, but if the baby doll is soft rubbery plastic, some of the dye may have penetrated deeply enough that it won't come off. It will, at least, make it much lighter, though.
The term Washable Marker refers to if you get it on clothes it will wash off but not off paper.
