Your iPod does have a setting called "Transfer Purchases" in which it will transfer all of the purchased content onto your new computer. But your iPod has to be hooked in and you might have to click on the transfer option a few times. And there is a special setting on iTunes called Home Sharing that also does this.
If you still have those previous purchases on your Ipod or Iphone, if you open Itunes, then connect your device, there will be an option to copy previous purchases onto the new computer. I can't tell you exactly how to do it, but I did it once myself, so I know it's possible.
Just sign into your iTunes store, or app store on your Mac with the same Apple ID you have on your HP.
An iTunes account will not cause you to get caught with illegally downloaded music.

Albums bought from iTunes are downloaded from the iTunes store. You can burn the downloaded album on to a disc on your computer.
