The most common reason is low power steering fluid. Also the pump pulley may be starting to freeze up, or the belt that turns the pulley may be loose and slipping.

The adjusting pulley for the power steering is found on the side of the engine under the power steering pump. Loosen the bolt that keeps it tight and the belt will have some slack to slide off the pulley.

loosen the nut on the idler pulley. There is a bolt at 10:00 o'clock from the pulley. Loosen this bolt until you can put the belt on then tighten the bolt till the belt is tight then tighten the nut on the idler pulley. Recheck the belt tension after a day or so..
