First in your SoulSilver game you have to go through Johto and kanto, then beat Red at Mt. Silver (Note: Be careful, Red is the strongest trainer in the game.) Then you'll receive the red orb from Prof. Oak, which allows you to catch Groudon. You have to catch it successfully, and then you need to trade with someone who has a HeartGold game to get the blue orb. (Still keep the red orb.) Go to the embedded tower and catch Kyogre. Now, having caught both and having both orbs, talk to Prof. Oak again and he gives you the Jade Orb. Go to the embedded tower and inside will be Rayquaza.

It is virtually impossible. (Unless there is some cheat code I don't know of.) You have to get the Blue and Red orbs in Heartgold/Soulsilver. (Trust me. I'm a complete Pokemon Master. And Raquaza is spelled Rayquaza.)
