Recon armor is coveted by all good Halo 3 players. But you cannot unlock it in any ordinary way. Bungie have recon along with the flaming head and give it out only to those who do great feats like get killionaires on matchmaking and stuff like that. There are many rumors on the internet saying that you can cheat but you simply can't. You have to do something special, make a video of it then put it on your file share and hope that bungie will notice it.
