It sounds like your default homepage has somehow been set to a blank page. Pick another site (such as, for example, the WikiAnswers.com homepage) and go into your Preferences to set it as your new default.
You can always get rid of your home page in settings bar. You can always set it to blank in Chrome.

One can get rid of the Google toolbar notifier by uninstalling this option from the Control Panel of Microsoft Windows. Also this can be done from the Internet browser by deselecting this option from the home page section.
Assuming you have Internet Security software on your computer you could most likely disable this from Showing up or reducing the Security level if you think its to High but you be the judge of that.
You either have to disable which means you can log in later, or you can ban that page on your computer, once something is out on the internet it is almost impossiable to get it back unfortunatly :/
You can get rid of your iGoogle page by going to your upper righgt and clicking on Classic Home and it should take you back to your normal google page.
