You remove the virus. Reboot your computer into Safe Mode and scan with your Anti-Virus software.
Try to remove the virus in Safe mode, this can be done by just restarting the PC and press and hold the F8 key, when prompted selec the boot in Safe Mode Option. Once your within safe mode, just run your antivirus program or you method of removing the virus. Hopefully that works if not, you can just always format the hard drive if that is feasible.
You can try running your computer in Safe Mode and scanning again. In safe mode most of the computer processes are not active, so the virus is inactive too, and it's detection is easier. For running under Safe mode: 1.Restart your computer 2.Start tapping the F8 key so the Windows Advanced Options Menu appears 3.Select 'Safe Mode' and press Enter

Rebooting your computer in safe mode is a good idea if you suspect a virus or your computer is running slow. To find out how to reboot check out Microsoft.
If you are able to power it up, try running it in safe mode. Some viruses can go "dormant" while you are in safe mode allowing you to try to get rid of it.
You can still get popups with or without a virus. In other words, Incognito mode is just as dangerous as "regular" Google Chrome.
Depending on the virus, it is best to use a couple of programs. Two I would suggest are Malware bytes and Super Anti-spyware. Both of these programs are free and do a wonderful job removing the infections. If you cannot get these programs loaded in standard mode then try installing them in safe mode, tap the F8 key as the system is booting up and click on either safe mode or safe mode with networking.
Please help me on this none of my programs except for internet are missing drivers that should have been blocked by safe mode not by what i beliueve to be deleted.
Many computer viruses are designed to block anti-virus websites and anti-virus software. The purpose for this is to remain hidden and on the system. The longer a virus remains undetected the more damage it can do.
Try booting in Safe Mode (F8 at startup) to see if you can remove virus from there.
There are some free anti virus software available but it is not as good as the paid ones. If the virus is preventing you from being able to use your virus software you will have to go into safe mode and remove the virus manually.
