You cant if your talking about a burst blood vessel in the eye. I once had the pleasure of that, and theres nothing you can do besides wait for it to get worse, then get better. It'll feel sore and slightly swollen around where the blood is, but theres not much more you can do about it besides wait for it to heal and fade.
