Yes and no. It depends how bad the CD is. If its bad, probably not. If its in relatively good shape, probably yes.
Take it to blockbuster as they have a service to remove scratches from discs , it's around £2 per disc.
my methord is to smeer the disk with toofpast then wipe it off with and let it soak in soapy water
You can buy special polishing compounds and simply rub them off, if they aren't too deep..

I think family video does it for like two dollars and game stop sells some stuff where you can do it you're self but it won't work if it's too scratched up.
