my methord is to smeer the disk with toofpast then wipe it off with and let it soak in soapy water

Buy a disc cleaner set they sell them in walmart.
Replace it and try not to scratch the new disc. Most home remedies do not work and having a disc polished is not guaranteed to work to fix the problem
Take it to blockbuster as they have a service to remove scratches from discs , it's around £2 per disc.
I think family video does it for like two dollars and game stop sells some stuff where you can do it you're self but it won't work if it's too scratched up.
bring your disk to your local video game store (or movie rental place if they also rent out video games) ask them if they can resurface it for you. they grind away a thin layer of the disk. it should only cost about $2.00 it's very cheap
either buy a new one, dont scratch it anymore, or play hide and seek with them
You can buy special polishing compounds and simply rub them off, if they aren't too deep..

There is no actual way to keep a video game from skipping. Although the xbox 360 has the ability to download its games to the hard drive which does help reduce the amount of skipping but does not get rid of it.
I've never seen anyone offer the service. That may be because if the game still does not play people might want the money back. My library has a machine to repair the DVDs they lend out and I'm sure most video stores also do many you can try one of them
