I'm guessing you're wanting a scene/emo look? If so, here's how you do it...
1) Clip your fringe/bangs back with a few curby grips
2) Take a hair tye/bobble and tie the top section of your hair up on the top of your head
3) Get some SHARP Scissors and cut into the ends of the hair you tied up. NEVER cut across, always cut horizontally into the hair. If it's your first time cutting layers you should look to cut up to your chin.
4) Let some of the hair out of the tie. Repeat the cutting process on the rest of the tied hair, this time cutting shorter up to your nose.
5) Repeat the process again, cutting a little shorter (Maybe up to your eyes/eyebrows but it depends on your bangs)
6) Take your hair out of the tieand shake it into place. Brush it all out.
7) To add to the 'Choppy' effect, take random sections of hair, half-close the scissors and randomly shake the scissors from the roots to the ends of the hair.
8) Complete the look by teasing the roots of the layers.
an easy thing to do for getting rid of that old choppy hair look that you get after getting a hair cut is to get your hair wet and kind of shake it like a dog would shake out its fur. Then dry it with a towel not a blow dry till it is still moist but not dripping wet then take hair spray and kind of spray it around your head (NOT to much or else when your hair dries it will get crusty...). well i hope this helped:)
The term choppy layers refers to a hairstyle that has choppy layers. Choppy layers add definition to a hairstyle. Choppy layers also draw attention to a person's facial features.
Choppy layers ARE the entire deal of scene hair
Keep layers long in back and choppy all around. This cut is all about movement. Add heavy, uneven bangs. They can be tucked behind ears
You can definitely get bangs and have the rest of your hair feathered and cut in short choppy layers. This look helps make hair look more full and the layers often make it more manageable to take care of.
You tease your hair if you want it in a emo way. Get choppy layers and then straighten your hair then tease it.....
ask for your hair to be cut in short choppy layers, with a sweeping side fringe. Ask them to use a razor to cut your hair as well.

Emos typically wear their hair in a variety of styles, such as long, layered cuts with side-swept bangs or choppy, asymmetrical cuts. They often choose dark or bold hair colors and may incorporate elements like spikes, colorful streaks, or hair accessories to express their individuality and emo style.
really choppy layers and teased to the side on both sides of your hair
Highlights may give the hair a bit more apperance or volume. Or you could get a fringe cut, maybe a change? You could always get short choppy layers put in, and leave them at their natural state to create a lovely wild apperance?
This is known as a jump cut editing. It is capable of taking your picture and creating a choppy appearance.
All emo hair cuts are different; most emo hair cuts have choppy layers and long choppy bangs and if you want you can add some color.
