You need a mystery gift to get Regigagas on wi-fi. then, you go to mt. coronet, iron island, and the sandy route north of the resort area. there will be three caves hidden (not very well hidden though) in those areas. Then, solve the puzzle in the caves and PRESTO- the Regi's at level 20 will appear.
