The only way to unlock the security armor is to get 1000 gamer score for Halo 3, this means you need to unlock every single achievement.
Accualy, you must beat certain levels of the game on Legendary difficulty to unlock the armor. If you get all of the gamer score, you get the katana. It is a sword that goes on your character back. Even though you cant use it, it looks pretty cool. Also, the security shoulder might glitch. This means that once you unlock them you must wear them FOREVER. If you don't, they might disappear. This happened to me. :(
