You don't even need to finish marathon man to get the security shoulders. All you need is 750G in Halo 3.

Armor is very glitchy in halo 3, you might turn on your xbox and have the katana one day, but then not have it another. I bet if you get one more achievement it will unlock itself, that has worked for all of my friends with this problem.

And for the shoulders, the gamerscore is variable from 700-800 for some reason. well I got my security shoulders when I reached the gamescore of 850. That sucks I know but I got Katana and security helmet at the same time at the gamescore of 980...pretty glitchy eh? My friend got them when he reached 450. Security shoulders are known to be really glitchy :D
