The server properties generate when a minecraft server is first run in whatever folder it was initiated in, even the desktop, though it is recommended you run it in it's own folder to avoid clutter. The serverproperties file can be acesses on a mac by dragging it into the TextEdit icon in the dock or applications folder on a Mac, and can be opened on a PC normally.
