You can't control when to get shiny wild Pokemon, they just appear occasionally. For instance, I found a shiny Meditite at Acuity Lakefront on Pokemon Diamond. I had no idea I was going to find one, but hey!
The "Red Garydos" mentioned at the beginning on Diamond and Pearl is a shiny Pokemon. You can actually catch it. All you need to do is get Surf, and surf around in the middle of Lake Verity for a while. It takes a long time, but you will find a shiny Garydos.
You can get an Action Replay. On Action Replay, you can get a code for all wild Pokemon being shiny.
poke radar tells you where different kinds of pokemin are hiding in the grass however more than less likely you can find a shiny bush of grash moving it can or cannot be a shiny Pokemon
I was on route 35 the grass areas around the Pokemin Day Care, and was working with Burmy(leaf coat) and occasionally would turn and speak to her. While both of us were IN the grass, I spoke to her and it said she found a shiny leaf and then it said I "placed it on Burmy". Not sure if this helps, but its the first time in 286hrs of game play that I've seen a one of my pokemon find a Shiny Leaf.
right of ecruteak city
You would have to evolve shellder. I know for certain you can get it at pal park though.

i can get them shiny but once i get them shiny, when I polish them they get scratched and become less shiny.
Shiny, as is bright, is shiny, NOT shiney as most mistake it for.
No, the shiny Pokemon stay shiny always. If the shiny status was a hack they may lose their shiny status, esp. if they get the pokerus
