Well... Thats a pretty weird question lol. I guess you should make them put a used one on the rack and take it on and off many times. That should give discipline. Then to get the habir of not putting it... Put a used towel on rack, make them take it out and put it in laundry, then make him put clean towel on rack. Do that atleast 15 times. Then by time... He/She will be cleaner than ever!
