Yes, you can write on glass with dry erase markers, and the marks will wipe right off.
For a static window cling you just pull it off the glass and it leaves no marks. You can then just place it back in the paper to save for use another time.
You can use something called 'sticky stuff remover' if there is any residual sticky stuff on your window. Sometimes this leaves a streak, but that can easily be got rid of with a bit of water i think.
