Simple. If you unlocked the wing cap, you can do this. Go to the island in the sky. Get the wing cap and go into the cannon. Notice the rings of coins. Each one has a coin in the center of them. These coins are the five secret spots to get the star. Get them and the star will appear.
To get to Jolly Roger Bay just go to the room above the entrance and go to the left. Use the sling star to get up, then walk over to the left.

The seashore course (also known as Jolly Roger Bay) can be found on the ground level of the castle. Start out in the main room, go to the right, up the little flight of stairs, and through the door that has a 3 on the star. Go into the painting right in front of you, and you will arrive at Jolly Roger Bay.
