Okay. Go to Island 1. Have a Pokemon that can use surf with you. Go to Kindle Road (which is on the right of the island) and swim north. Then use the path to walk further north until you see a cave. Enter the cave and it says 'Ember Spa'. Walk up until you see an old guy with a blue shirt. Talk to him and he will give it to you.
