You must obtain the mystic ticket at a Nintendo event, and they only occur rarely, at the Manhattan Pokemon center in New york city, USA. (In order to obtain the mystic ticket you must get Mystery gift and scan next to the big machine at the event with your gameboy. That mystic ticket allows you to travel back and forth between Navel rock and your Home region. You can obtain the Mystic ticket to travel to Navel rock in Emerald, Firered and Leafgreen only. There at Navel rock you can catch Ho-oh on the highest level, and Lugia on the lowest. The only other way to obtain it is GameShark or action replay....
