You have To wait until a Wolf with Glowing Yellow eyes which is usually the Alpha to come.
You must play and Interact with it until you have a full Relation Bar full and when you play with it when it 100 relationship it actually nibble you and then after tht nights after that event will turn your sim or Sims into werewolf
