You have to lock them up in the handcuffs! The two hardest villains are Speeding Spike and Betty Jetty. I know that there are plenty of cheats to follow to defeat all of the villains. In conclusion, all you have to do is click on them when they're down to handcuff them. After you do that, the game will show you a newspaper clipping, and you will be at the jail. the villain you just caught and the ones you have previously caught will be behind the bars, and away from the meteorite.
