Players can craft Dragonbone Daggers after leveling their Smithing skill all the way to 100 and acquiring the Dragon Armor perk. They will need one Dragon Bone and one Leather Strip to craft the dagger. Dragonbone Daggers are the strongest daggers in the game dealing base damage of 12, same as the Blade of Woe.
You will find on corpses you defeat, or in chests or other places daggers. Sometimes people will be selling them too. As you go into the game further you will find more powerful ones. You can use a grindstone to make them more powerful, increase perks in one handed skill to give daggers more attack, or enchant them to give them abilities. If you wish, you can increase your blacksmitting perks so that you can craft with things like ebony or glass, and make a dagger from them which is very powerful.
yes the dagger has a fast attack while your mace has a slow attack
Daggers are governed by the One Handed skill, while though there are no dagger-specific perks, all the general ones will apply to anyone using a dagger. There is a dagger-specific skill on the Sneak skill tree, Assassin's Blade.

There isnt really a "best weapon" in Skyrim, as of yet. In Oblivion the Umbra sword was possibly the best weapon in the game, but in Skyrim due to the fact that you can level one handed and 2 handed independent of each other, one persons best weapon could be another's waste of space
