First make sure you defeated the elite four, beat all eight gym leaders, and red located on top of Mt. Silver. After that go to mr. Pokemon north of cherry grove. He will give a red orb if you have Soul Silver or blue orb if you have Heart Gold. Then go to the cave near Cinawood (sorry if I spelled it wrong) then bam groudon or kyogre will be there. Groudon is exclusively found in soul silver and kyogre is exclusively in heart gold. Hope this helps!
