You have to defeat the Forest Temple. If you are completely lost, maybe a walkthrough is the best bet, and you can always look those up on the internet. If you are navigating without a walkthrough, you will know you are near the bow and arrow when you fight two or three Stalfos as a mini-boss. I think you fight one, and once it's dead, you fight two at once. Once they're dead you receive the bow and arrows as a reward.
