The buried treasure is the final part of the island. It is on the hidden island (Skullduggery) but you can only get it with the Location Card and Bone Shovel that you get from the Governor. Once you combine all five map pieces, and defeat Captain Crawfish in battle, you can go to the Governor to get the exact location, then travel there to dig it up.

The 5 pieces of the treasure map reveal another small island (Skullduggery) where a secret treasure is buried. Once you get rid of Captain Crawfish, it will be safe for the villagers to recover it, and the Governor will send you to dig it up.
It is on the 6th outlying island (Skullduggery) which only appears when you have assembled the 5 pieces of the map. Once you have the map, and have defeated Captain Crawfish in battle, the Governor will give you the Treasure Location card and a bone shovel. Then you can dig up the treasure on the mysterious island.
There is nothing to do on the small island, also called Skullduggery Island, until you have defeated Captain Crawfish. Once he is beaten, go back to the governor and get the map to the treasure, and a bone shovel. Return to the small island and follow the directions to find the buried treasure.
