How do you get the cape to defeat betty jetty on Super power Island?

There is no cape or costume to get. You beat Betty Jetty by getting super flying power, and the only way to get it is by beating the other 5 super-villains. Once you have returned the last of the five to prison, the phone will ring on Main Street. Answer it to receive your super flying power (icon at lower left).
Fly up to the top of the skyscraper and chase Betty Jetty. After dodging her attacks for a couple of minutes, you can get close enough to knock her down, and Ned Noodlehead finishes her off.
(To get the Island Medallion, get a hot dog and Ned will trade it to you.)
