Well, it isn't a clock, it's a Geiger Counter, used to detect radiation.
Climb up the center and push one of the metal beams to the left to make a ramp. Push the counter down the ramp to the rover. When you leave the Rock Lab, the counter will tell you if you are getting close to the radiation source. It is only a very short drive below the Rock Lab.

Just click on the rear of the lunar rover, and the winch line will be in your hand. Click where you want to use it (meteor, surface rock).

You don't use one on the Purple Monolith. Use the rover's winch as you did with the meteorite, to pull the surface rocks away.
The winch is already on the rover. To move the meteor, and later some rocks, click the winch hook and carry it to where you want to use it.
There are two: - the BioDome is the second place you travel to in the rover. - the circular Infirmary is part of the Research Lab, the first place you go.
The entrance is at the left side of the main base. There are entrances at the bottom of the Research Lab, at the bottom of the BioDome, and at the left side of the Rock lab.

There is a solar panel on the lunar rover. Climb to the top right of the Vehicle Bay and press the switch that opens the roof. When the light hits the reflector, change the angle of the other reflector to send the beam into the other reflector, then on to the next one, so that the light falls on the solar panel of the rover.
