First you need to get the popcorn bag from the trash can in the place called the Boardwalk Rides (to the left by the Funhouse). The trashcan should have bees / flies buzzing around it that won't let you get inside. Get the lid from off the ride by the helicopter dude. Carry the lid over to the trashcan; it will close. Then push the trashcan over to the cotton candy cart. Lift the lid and the bees will go over to the cotton candy instead. Now click the trashcan to search through it for the popcorn bag (which is conveniently on the very bottom). Then walk to the popcorn cart and click to get a free refill. Your bag should now be full. Now go all the way back to the beach and stand by the sassy lady on the towel. Click "Dump" on the popcorn item; seagulls should dive down and the lady should run away.
To get the metal detector, get your photo taken, and the sunscreen, then go back on the pier and return. There will be a bird flying over the trash can. Jump up and grab the keychain it is carrying, and return it to the man with the metal detector.
Now you can use the metal detector to look under the towel. You should find the car keys. Now go all the way back to the Funhouse and give the lady her car keys. She will reward you with some flip flops.
Now you may finally walk on the roof and get the kid his disk.
