You have to remove the door panel...not easy, but do-able. Once that is off you can remove the door handle and replace it.

You first have to remove all the screws from the door. then you should just be able to pull it off. Most car door panels are hanging on by plastic clips.

If a windshield wiper switch on a 1995 Buick Riviera stays on when in the off position, it might be the fault of the windshield wiper relay. It could also be that the switch itself needs to be taken off and reset on the dial.
Take your door panel off and replace them...
