To get the enclave to fight for the NCR you will have to get arcade gannon as a companion who is in Old Mormon Fort. When you recruit him he will talk to you and ask you if you could get all of the enclave remnantes and you will have to meet them at their secret bunker and you can chose if you want them to support the NCR or the Legion they wont come as soon as you enter hoover dam but after you defeat the first two waves of the legion or NCR depending on who your siding with. Usually the only one that survives until the end is Cannibal Johnsson
