Once you have completed the veggie villain, you will be rewarded with a snow globe. On the side of the snow globe, there will be a red button. Then, the globe will immediately turn over and there you will find the eyepiece.
To fix the brown penguin's glasses, grab an empty can, fill it with water, freeze it, trade Rory for his lens, and repair the glasses.
