A unidirectional current controller device is a type of electrical on/off switch. In order for an item to work that is plugged into a particular outlet, the switch must be in the on position. It is like having lamps plugged into outlets that are controlled by only one switch.
Courtesy lamps are the interior lamps that come on when the door is opened or the interior lamps switch is actuated on the headlight switch. These are different from "interior illumination" lamps that light up your instrument cluster when the headlights come on.

Some custom homes were wired with with the receptacles that were switched. The receptacle was in a circuit with a switch controlling the the voltage to the receptacle. These circuits were mostly installed in living rooms. Table lamps were plugged into them so that when a person comes into the room, one switch would turn all of the table lamps. It could be that this switch has been replaced and installed up side down. So that when the switch was turned to the up position it was really turning the receptacle circuit off.

There a few websites online where you can buy tanning lamps. The websites for Target and Amazon have tanning lamps you can buy. But if you don't like that try looking into local tanning salons having these lamps.
Torchiere floor lamps are good lamps but are not known for being sturdy in the sense of possibly being knocked over. Due to the styling of these lamps and having a long and skinny structure these lamps could easily be knocked over.
On the dashboard lights dimmer switch - the one on the dash that's like a big computer mouse scroll-wheel - move it all the way down. That's a setting to turn off the interior lights with the door open. From page 28 of the 2001 Owners Manual: This control also has other features that are activated when any door is opened: ² Rotate to full up position or next position (adjustment dial) to turn on all interior lights. ² Rotate to first lower detent position to activate "sleeping baby mode" - dome lamps will remain off and only the lower lamps will illuminate. ² The second lower detent position (full down) will shut off all interior lights. Depends on what exactly is going on. That era Malibu had a hazard lamp switch that would commonly fail. This would cause the turn signals to no longer flash. Also, multi-function switch failures are common. The brake lamps go through this switch and if the switch fails, sometimes the brake lamps won't light. Another possibility (if it's brake lamps only) is the brake pedal switch. This switch tends to build resistance from carbon tracking due to arcing.If you really are talking about the taillights (the less-bright lamps that come on with the headlamps), you could have a bad fuse, bad bulbs, bad headlamp switch or any combination of the above.
