Depends on what exactly is going on. That era Malibu had a hazard lamp switch that would commonly fail. This would cause the turn signals to no longer flash. Also, multi-function switch failures are common. The brake lamps go through this switch and if the switch fails, sometimes the brake lamps won't light. Another possibility (if it's brake lamps only) is the brake pedal switch. This switch tends to build resistance from carbon tracking due to arcing.
If you really are talking about the taillights (the less-bright lamps that come on with the headlamps), you could have a bad fuse, bad bulbs, bad headlamp switch or any combination of the above.

replace rotors, sounds like they are warped. if you can feel the pulsation in brake pedal they could be warped..
Please re-phrase your question; it appears you are saying the brake lights come on when you push the brake pedal and the lights are working (normal operation). If the lights are staying on after you release the pedal, then the problem is with th brake light switch (sticking). Thanks Malcolm

it could be the brake light switch that usually contacts the break pedal when you depress the brake pedal. check that out first.
Check the brake switch under your pedal (which needs to be pushed when the brake pedal is depressed). This is what the problem was on my friends Sentra. As long as you have checked the lights and fuses, this should do it.
yes they have brake lights and you probably have a bad brake light switch which is on top of the brake pedal under the dash.
could very well be brake switch on back of brake pedal. it is located at the top back off pedal, or it could be out of adjustment. check and see if power to back lamps, if not check brake switch.
