By a gold Steelix I assume you're referring to a shiny Steelix. Shiny Pokemon are extremely rare, only 1 out of 8192 wild Pokemon is shiny.

In Gold, Silver, or Crystal, Steelix can only be found by trading an Onix holding a Metal Coat. You can get the Metal Coat from a gentleman on the S. S. Aqua after you've beaten the Elite Four. Wild Magnemites also have an 8% chance of holding one, if you can't wait until then. Trading an Onix with a Metal Coat is also the only way to obtain a Steelix in Ruby, Sapphire, and Emerald, in these games you can get a Metal Coat from wild Magnemites or Magnetons (5% chance), and you also find one in New Mauville.

The only way for your Steelix to be shiny, unfortunately, is if the Onix you evolve it from is also shiny. Onix are fairly common in GSC, and can be found in Union Cave, Victory Road, or Silver Cave, and also in Rock Tunnel once you get to Kanto. However, to get one in RSE you'd have to trade it over from FireRed or LeafGreen, look for them in Rock Tunnel and Victory Road. Good luck finding a shiny Onix!
