In my opinion, the best way to get a guy you like to kiss you... is to kiss him yourself. Sometimes a guy is too shy to actually kiss a girl (yes, its possible.) Or he doesn't know or isn't sure whether or not she feels the same way. So if you think you have enough courage or confidence to do so, just kiss him and watch how he reacts.
You may also try to ask him. Again, its possible that he doesn't know that you want him to or not.
When I wanted my boyfriend to kiss me, I decided just to plant one on him myself. It was our first kiss and according to the both of us, it was pretty good and he admitted that he wanted to kiss me too the day before!
