AnswerThere is an easyer way to get waterfall...Goldeen/Seaking! level it up until level 37...it used to learn Waterfall on red/blue too! (That's what gave the guys onver at gamefreak HQ to use the HM 6 Waterfall!!! trust me...this WILL work(Any post by me that has my name on it, has been tested, and prooven to work! 100% garenteed!
AnswerGet through the 1st patch of ice w/ ice crystals, and you'll see a small section of ice. Go through that, and Waterfall is right there.You get waterfall in that cave in between Blackthorn city and the Dragon Gym Town.

∙ 14y agoAfter you defeat the Sunyshore gym leader, go to the girl on the beach. She was is a Jotho Gym Leader I believe. Talk to her and she will give you the HM waterfall.
She knew Cyrus when she was little.
You have to have ALL 8 Gym Badges to talk to her.
Once you get this, you can reach the Elite Four and Cynthia! You'll need to have level 70 and higher to have a chance of beating her! She has Spiritomb, Gastrodon, Roserade, Garchomp, Milotic and Lucario! Good luck!
