You will need to remove the retaining ring at the top of your 2003 Kia ignition cylinder. The ignition cylinder will slide out. Remove the wiring harness from the back of the ignition cylinder.
Usually its in the handbook which comes with the car. Its entered using the ignition key in the drivers door, numbers are entered buy turning it in a direction a given number of times.

It depends on if all keys are lost or not. I have programmed several land rover keys successfully with my tool which i purchased from http://www.ecutool.com/productshow.asp?id=11272&cso=Autoshop If all keys are lost, you need to delete all keys first; and then add new key. If you have working key, so you just need to add new key directly. Most of Land Rover key programmer tools need the PIN code, but my SKP-100 does not need. Also it could program used keys.
