Take it to the dealership. The tumbler that locks the steering wheel and allows you to turn off the car when in park has a nasty habit of sticking while the car is running. If you are worried about leaving it running you can always pull the fuel pump fuse, wait for the car to die then disconnect the negative battery cable.
Get an auto locksmith off Craigs- they are better equipped for this than the dealer and much cheaper.

With no key you will have to drill out the existing tumbler assembly from the switch in order to unscrew the ignition switch bezel.
I have 2008 and had same problem the ignition had to be replaced was really fast less than an hour they did it.
The neutral safety switch is bad, the ignition does not recognize it is in park. Your ignition switch may be bad.
With a 07 chevy cobalt key
On original key knock out and on the side of the ignition switch.
Slightly turn the steering wheel and it should let you turn the key to on position
If the battery is dead it will not allow the key to return to locked position. Thus trapping you key in the ignition.
