Manaphy can only be obtained by completing the "recover that precious egg" mission on the ranger net on Pokemon Ranger. Once you get the egg on ranger net, then you can transfer the egg from your ranger game to your diamond/pearl game and pick it up at any pokemart. You can only get this mission on your ranger game after you after you complete it.
