They are not out yet, but they will be out very soon. You will be able to get them the same way as the X-Mas cards last winter.
The diamond cards are part of the howrse 2011 christmas cards. They are extremely rare and hard to find. The collector cards allowed puzzles to be completed (allowing a new divine: Greyfell) and a player to obtain BM/shop items.
howrse cards were cards that were available direct from Howrse a while ago. With them, you got codes, which could give you surprises, such as turnips, apples, saddles, that sort of stuff. There were more rare cards that could give you more special objects such as hestia's gift (which guarantees you a uni foal if all the other requirements are met). When Howrse cards are available they are sold through the website itself in the store. You have to buy them with real money. They will be sent to you from France by mail. When there are new Howrse cards available, they are announced on the homepage and in the events/ news forums. There are no available cards currently or any plans to release any due to abuse of the codes by players. They are sold out for this year, but they sell during Christmas time, so they will probably be back this winter.
