Return to Hollow Bastion where you fought Dark Riku. In the Grand Hall walk up the steps and jump onto the platform with the giant keyhole. Look back across the room and look up. Jump onto the ledge and walk around until you find the Oblivion Heyblade.
In kingdom Hearts 1, the best Keyblade is Oblivion, obtained in Hollow Bastion. In KH2, you have to synthesize it.
The Oblivion keyblade can be found in a treasure chest at hollow bastion after defeating Ansem for the first time.
