Thus, to be transferable, the firearm has to be manufactured and NFA registered and tax stamped before the applicable date (1968 for imported FAs, 1986 for US-made FAs). Then, you have to see if you live in a state which will approve an NFA tax stamp. If so, you find a dealer with the Class III Special Occupational Tax stamp to receive the firearm for you. You'll do all your paperwork at the dealer, and the dealer will submit your paperwork to the BATFE, State Police, and County Sheriff's office. When the dealer receives the green light to proceed with the sale from all three agencies, you'll get a call, pay the $200 transfer tax, and get your tax stamp and firearm.
If you wanted to buy something which wasn't manufactured prior to the Firearm Owners Protection Act, or was imported after the Gun Control Act of 1968, it's a bit more complicated. The only way you'd be able to do it is to get a Type 1 Federal Firearms Licence, AND you would need to get a Class III Special Occupational Tax stamp along with it. Once you've managed this, you would then have to get a law enforcement letterhead for every FA you purchased, approving the purchase as a "dealer sample". Typically, you would have to own a range and buy these firearms with the intent of renting them out for range users.
