The parrot makes you run around before he asks about the pirate. First you must jump into the sea and return, to find him on a high window. Next you have to cover the smoking chimney of the pub, and you find the parrot in the palm tree at far right. Get the cracker from inside the pub (upper left side) and talk to the pirate at the tower. Using the cracker will bring the parrot to him.
