the only place to catch lv 70's is spear pillar providing you have been up the waterfall and into the cave (near to spear pillar) and picked up the Adament and lustrous orbs,then come out of mt.coronet and fly to celestic town and speak to the elder then go to spear pillar and a blue or pink portal should appear I recommend saving before battling them after catching one of them or failing miserably go back into mt coronet and come back out then the other portal will be there battle 'em then you will have Dialga and Palkia (both are lv 70)

first you need to get the hm's surf waterfall and rock climb. After you do that you go the same way you would to get to the spear pillar and stop at one of the rock climbs and go in a cave where you go into the water and use water fall. Then there will be another cave with a rock in the middle of the room. Go press A at that rock and you'll get the stone plate. When you go in that room there will also be two items. Once you have those go to the top of spear pillar and there will be a blue portal. Go to it and press A. DIALGA will appear. U have to have Pokemon pearl or platinum for this. Just go to the spear pillar and talk to it. (it will be a pink portal thing in platinum) BUT DONT USE UR MASTER BALL!!! Its already easy to catch compared to the other legendaries.

If you have the action replay just use the Pokemon modifier cheat PS. i know it isn't the best answer but its the only one i got ANSWER:After you have bet the Pokemon league you go to the spear pillar (where you got Girantina) And there will be a blue portal instead of purple portal (Girantina's) And there you get dialga. After that there will be a pink portal for palkia.
