At the top of the mountain, where the ham radio is situated, there is an entrance to the cave. It is very dark and recessed in the mountain, so you have to keep walking 'into' the dark until a prompt comes up asking you if you want to enter the cave. Hope that gets you there! :)

These are the only 2 ways to get power armor in Fallout: New Vegas NOTE: neither of these power armor's CANNOT be worn unless you have Power Armor Training. it is a perk that can be received when you complete either above tasks. NOTE: you may find power armor on dead Brotherhood of Steel members around the Mojave, but again, you can''t wear the armor unless you have the perk.
